The System User is an administrator of every organization, so it holds REVIEW_LEGAL_SUBMISSIONS everywhere and every submission in every org mailed hr.package_needs_review to system@kamo.platform.internal. Synthetic (is_fake) accounts are skipped for the same reason. Access is unchanged; only who is TOLD. Found by the Legal & Compliance review end-to-end run in sp00verify.
