Replaces role creation dialog with DepartmentManager-style singleton config: - Associated Roles: multi-select checkboxes from existing OrgRoles - Direct Rights: GRANTED/NOT_SPECIFIED/NUKE per right (final waterfall override) - Session Timeout: member-level override - Applied Rights: read-only view of computed rights with source attribution - Removes old /role sub-route, uses PUT on base endpoint
