Robust English fallback for missing and empty locale translations

- mergeWithFallback now treats empty-string locale values as untranslated, falling back to the English value instead of rendering nothing - Replace bare NextIntlClientProvider in layout with IntlErrorHandler wrapper (client component) so onError and getMessageFallback can be passed as functions; missing-message errors now silently return the leaf key name instead of the full dot-separated path
