The owner placed the communication policy "also under Security" so an organization without the Chat app can configure it. MANAGE_CHAT_SETTINGS is a Chat-app right that cannot be granted while the app is off, so PolicyAdminRights accepts MANAGE_ACCESS_RULES as well, on the policy endpoints only (ChatPolicyController: policy, versions, simulate, preview, telemetry, the admin contact-request list) and the administrator's read of one contact request. The original **************** path is unchanged; OVERRIDE_CHAT_POLICY is still not accepted.
