The charter catalogue lists 24 action classes (the owner's JOIN_MEETING made 22; IoT SP11 appends OPERATE_DEVICE and OPERATE_SECURITY_DEVICE, both APPROVE_BEFORE). CharterInternalDraftLayerTest gains a test-only golden writer (-Dcharter.golden.write); the two I2 goldens are regenerated: they gain the three classes' approvals and the maxAiPairMessagesPerDay limit (both already missing on origin/main) and a new stamp; nothing else moved. This push is the rebuild on the shared-lib that has the classes.
