SYSTEM_USER and MANAGE_UNIVERSE gate surfaces that are not tabs on this page, so somebody holding only those is a platform administrator the page guard admits and then shows an empty tab strip. Redirect instead. Also fixes the administrator card's rights hairline for a single right: a one-stop linear-gradient is invalid CSS and rendered as nothing, so the row that most needed its colour was the one that had none.
