A portrait phone photo is stored on its side with an EXIF orientation tag. LegalUploadStore converted JPEGs in-process with ImageIO, which ignores the tag, so a member's photographed ID reached the reviewer lying sideways (and LosslessFactory re-encoded it several times larger). JPEGs now go through ConversionService, which honours the tag and embeds the JPEG as-is, and also decodes HEIC/AVIF/WebP (conversionservice 125ab4b). If ConversionService is unreachable a readable JPEG is still accepted in-process; the "please upload a JPG, PNG or PDF" answer stays the last resort.
