Set the org LEI in Company Info (activates the HMDA ULI)

The Company Info card gains a Legal Entity Identifier field (20-char, upper- cased), sent through the existing org PUT — OrganizationController deserializes it onto Organization.lei and OrganizationService applies it. With an LEI set, HmdaLarService mints the borrower's Universal Loan Identifier; without one it degrades to the bare loan number, so this is what turns the ULI on per org.
