Settings topics are expand-only, not links

Settings topics (Essential Setup, CRM, Security, …) are group headers with no page of their own — only their sub-topics are real destinations. Drop the topics' onSelect so a topic row just expands/collapses its sub-topics; the sub-topics remain the navigable links.
