Cross-SP fixes: SP10 edited-approval key, caller headers on K6/KM1 (SP13/SP14), 503 RETRY is definitive, AI_WORK workItemId derived from the idempotency key (carry note; SP07 409 ALREADY_SCHEDULED replay). Master §11 row went out with 8327107d7. Plan follows the 2026-09-24 owner direction for builds and tests.
