SP08 disclosure columns name the real reason they are nullable

The field-config PUT writes NULL when a request does not carry the setting, and Hibernate inserts that NULL rather than the column default. The old comment blamed `new` skipping @Builder.Default, which javap shows is false for this entity (SP08-T2). Statements unchanged.
