Spec §7 ruling SP95-F-1 and master §11 row SP95-F-1: notifications_list is INTERNAL when every card is a colleague's chat line or the org's own work; mail_list_unread/mail_search with no message and calendar_list_events with no event are INTERNAL; everything else stays EXTERNAL. PERCEIVE's reads are a contract with that list. Task 29 gains the precondition for the steps that need a request accepted.
