One flat list mixed apps the platform offers with ones it does not and ones it has retired, so the operator had to read every chip to tell them apart. The buckets are exclusive and deprecation is tested first: a retired app is retired whatever its availability flag still says, so it appears only under Deprecated. That also makes the per-row "Deprecated" chip and the dimming redundant — every row in that tab is retired — so both are gone. Partitioning reads server state rather than the draft, so ticking the deprecated switch leaves the row in place until the save lands instead of yanking it out from under the edit.
