Split mailboxes tab into sub-tabs for primary, aliases, shared

Primary Mailboxes, Email Aliases, and Shared Mailboxes are now each under their own sub-tab within the Mailboxes settings page, matching the existing sub-tab pattern used elsewhere in email settings.
