Split member APIs; show subs' target org; add billing-owner promote UI

billingApi splits members into accountMembers (canManageBilling, isAccountManager) and subscriptionMembers (isLicensee, canManageSubscription) under **************** AccountSubscription gains targetOrganizationId / targetOrganizationTitle. PlansBillingTab renames "Manage Group" -> "Manage Account" (account-level admins only) and adds a per-subscription "Manage Members" dialog showing the licensees + sub-managers. New **************** page lets an org owner promote one of their members to billing-group owner — calls the new POST **************** with optional licensee transfers.
