An SI's chat_find_or_create_dm refused by the interaction policy answered COLLAB_DENIED INTERACTION_POLICY but left its audit row's policy_decision and policy_rule empty: only the Docstion gate (intent tools) stamped CP04's refusals. The pipeline's own interaction step now stamps them the same way (CP12 D39), outside a dry run. Found by KamoCollab CP97 Task 5 (A9), ruling CP97-T5-1.
