Reuse mlos.legal StewardLicense as the single per-member/per-state NMLS registry (add activelyProvidingBusiness). Add member-level Member.nmlsId. Add General-Permissions rights **************** CreditLeadAssignmentService now skips mortgage-lead candidates whose explicit property state the member is not actively licensed in.
