New Catalog tab in the mortgage steward console: seed a tenant's first priceable bundle with REAL investor + product identities (unblocks pricing), and inspect the org's investors -> products -> rate-sheet versions. Wires the new /api/security/mlos/catalog proxy via catalogApi. Closes the audit's #1 gap — a real tenant's catalog was unseedable/unreachable, so nothing downstream could price. Plain-string UI (i18n follow-up).
