New pkg **************** append-only StewardFeedback ground-truth row (FK ai_decision.uid; verdict CONFIRM/OVERRIDE/MODIFY; Reg-B-aligned reasonCode; correctedValue jsonb; isTestLoan stamped at write time per doc12 §4.4; @PreUpdate WORM guard) + StewardFeedbackRepository + StewardFeedbackRecorder which composes ALL THREE Phase-0 keystones in one tx (spine judgment of an AiDecision + enqueues mlos.steward.feedback.recorded through the event-backbone outbox + stamps the test partition). Recorder gated mlos.governance.enabled (default off -> zero blast radius). KamoInitializer DDL: scan + steward_feedback indexes + FK to ai_decision.
