Stop telling implementers to run git commit --allow-empty

--allow-empty PERMITS an empty result, it does not force one. With no pathspec it still commits the index, and these checkouts always have another session's work staged. A peer ran this exact line and shipped a re-add of a deleted translation key, taking the marketing build red for ~40 minutes. Both rebuild triggers now build the commit out of tree from origin's own tree, where there is no index to sweep, and assert the --stat is empty before pushing.
