Stop the launchpad backdrop painting over the page scrollbar

The launchpad is the only page that renders the full-bleed Backdrop, and it was the only page whose scrollbar stayed invisible after the -webkit-/standard conflict was fixed. `position: fixed` resolves against the viewport, so the layer's `inset: 0` reached across the strip on the right where its own ancestor — the main content scroller in layout.tsx — draws the bar, and at z-index 0 it painted on top of it. The layer takes no pointer events, so the bar underneath stayed draggable the whole time: present, usable, painted out of sight. A negative z-index puts the layer before any in-flow content of the nearest stacking context, and therefore before that scrollbar, instead of depending on where a browser chooses to composite a fixed layer. Nothing painted above it is opaque — the scroller, PageWrapper, the page's own main and its content box are all transparent, and the launchpad's content box already sits at z-index 1 — so the backdrop looks exactly as it did.
