Stream translations newest-first for visitor history

When the visitor lands on a non-English locale and the support chat has existing English messages, every bubble flagged needsTranslation by the backend now shows a "Translating…" placeholder while a streaming queue fills them in one at a time, starting from the newest message. A generation counter prevents stale queues from clobbering current state.
