The column behind the Publish flag: a god-mode operator can now file a report that stays with god mode until somebody releases it. DEFAULT TRUE is the whole reason this needs no backfill, and it is the one statement in this file that can empty a page rather than break one. Every report that already exists was visible to the organization that filed it, and so is every report an ordinary member files after this — the flag can only ever be turned off by a god-mode operator on a report they are filing themselves. A DEFAULT of FALSE would, at the instant this ran, have hidden every report ever filed from the people who filed them, with nothing in a log to notice it by. The queue would simply be empty. NOT NULL for the same reason status_name is: a third state meaning "nobody has said" would have to be interpreted by every query that reads this, forever, and the two readings differ by whether a tenant can see the row.
