SIE5 consolidation. The phone's SI Command Center reads SIE1's status page too, so its shapes (SiStatusView, PathView, IncidentView, IncidentStory, OnCallView, ...) and the shared rules (worst, byTier) now live once in @kamo/kamoai-core; siStatusApi.ts re-exports them under the web's names, so no screen changes. The web's own bindings and editing helpers stay here.
