Tell a tool component when its window is maximized

Maximizing a tool window repaints the shell at 100vw/100vh but leaves the window's stored size untouched, and that stored size is what ToolDock hands the component. The compose window stores 360, so every width breakpoint inside it sat permanently on the narrow side no matter how big the window looked. Both of its breakpoints were therefore dead. isMaximized (width > 800) never fired, so the roomier field sizing was unreachable code and the two-column meeting form added in 5451c0c2 never appeared. isCompact (width < 500) was always true, so a full-screen compose window still rendered the cramped layout meant for a 360px one. Pass `maximized` through to the component and read both breakpoints from it. MessageTool is the only tool with width breakpoints, so nothing else changes.
