raiseForSelf goes with EmailService's POST /api/notifications/self: new mail is raised by EmailService and unread-chat cards by MediaService. The pre-raise check it served (ANNOUNCE_ONCE_KINDS, hasOutstandingAnnouncement) had no caller left and goes too; the server's ANNOUNCE_ONCE decides.
