The Email Campaigns widget arrives on for everyone who can open the campaigns

EMAIL_CAMPAIGNS_WIDGET and its ADDED, OPTIONAL and MOVABLE policies seed from VIEW_BULK_EMAIL on the boot that introduces them, so the pane lands on the launchpad of every member who can already read the campaigns, and it is theirs to remove or move. REQUIRED does not seed, as for every widget: a deploy never pins a pane to anybody's home page.
