Follow-up to 2363d832, which cleared the dock windows. Two more surfaces could still sit in the spotlight: - The Interaction Center. A tour step (Online Meetings) opens it, and it stayed open through every later tour, its backdrop over the page. A tour now closes it at the start and opens it again at the end if it was open then (a pin is kept); on each step it is closed when it is in the way — unpinned, whenever the element is outside it (the backdrop covers the page); pinned, only when it overlaps — never when the step points inside it. NavTop answers a new interaction-center:close event. - Hexheads. They float wherever they were dragged, so they are hidden while a step is up and come back when the tour is minimised or ends.
