The live chat relay waits for an attachment whose verdict beat its commit

Found by the live removed-after-hold test (sp00verify): a held EICAR variant was judged ~260 ms before the visitor's upload answered; the hold completer's refusal path does not wait for the row, so the settled event found no chat attachment and nothing reached the widget. The relay now re-looks for up to 20 s (750 ms steps, on its own virtual thread) when it finds none.
