GET **************** — MANAGE_SUPPORT, the caller's own organization's type only (anything else is "not found") — answers each active presenter with hasBookableTime, for the warning beside their name on the Presenters table. hasBookableTime(member, type) is extracted from webinarsAwaitingMyAvailability, which now calls it, so the administrator's table, the presenter's own calendar marker and the booking page all go through bookableStarts and cannot disagree about whether somebody can be booked. Tests: the table marks a presenter whose hours have passed and not one with hours ahead (real availability arithmetic), another org's type is not found, the wire shape, and the 403 without MANAGE_SUPPORT.
