Security Roles, Departments and Job Titles join the configuration group, left of the audit pair. They are the three Essential Setup tabs the bar was missing — Behavior & Labeling was carrying that topic alone, so the one screen an administrator reaches from here was the one that happens to be its first tab. Each reuses the icon and label key the settings landing already gives it, and all three are covered by the bar's existing CONFIGURE_SYSTEM gate.
