The sendToUser ratchet counts three overloads [skip ci]

TransactionalSendRatchetTest pinned sendToUser at two overloads, so that its first test provably inspects them rather than passing on none. c47fcf6 added the blind-copy overload on purpose and the count went red; it has failed on main since. The first test already covers the new overload (it is not @Transactional), so the ratchet moves to three, with the reason written down for whoever adds a fourth. Test-only; the service is unchanged.
