The SI pre-check card settles when a package has a No Review item

The pre-check reads SUBMITTED submissions only, and an item whose review is off is sealed ACCEPTED at finish, so its files were never read. The review workspace listed them anyway, at PENDING, which held the whole siPrecheck at PENDING for ever. It now lists only the items that go to a reviewer, the same set the pre-check reads. Found by the Legal & Compliance review end-to-end run in sp00verify.
