GET **************** (anyone with a Super Intelligence settings right, or the owner) and PUT .../si-journey/complete (MANAGE_AI_SETTINGS, MANAGE_AI_WORKFORCE or CONFIGURE_SYSTEM, or the owner): the Overview's Setup Journey reads its steps live and latches 'finished' here once, beside the Getting Started latch, with the same rules (a read never writes; nothing clears it). DDL applied to production 2026-11-07.
