A locale save was an upsert and then a recount that reads the commit log's rows, in one transaction. Yugabyte restarts a read transparently only when it is the transaction's first statement, so the recount's read restart surfaced as 40001 on the fixed build (2026-09-28 14:26:19Z, recovered by the retry, but the noise SP99 T6 removes). Each store write now opens a transaction of its own (REQUIRES_NEW) and the save holds none; the retry runs both again, and both are idempotent. The count is still recomputed from the rows on every save.
