DepartmentService now takes its request DTO instead of eight positional arguments, so the parent joins the payload rather than becoming a ninth in a row of same-typed strings. Org scoping on the mutating endpoints is unchanged; the parent's own tenancy check lives in the service alongside the cycle guard.
