Three public transactional templates, and the org patch keys behind them

The careers site now writes to people who have no account, which is new for this platform: every other transactional template goes to a member. Three canonical templates cover it — the application receipt (which carries the single-use claim link, and is the ONLY copy of it), the talent-alert double opt-in, and the new roles digest. Both alert letters carry an unsubscribe link that works with no sign-in, because the recipient has nothing to sign in to. Also two names added to **************** careersSiteEnabled and careersNetworkOptIn. That method is an explicit allow-list, so a key it does not name is accepted with a 200 and never stored — the settings switch would have flipped back on its next load with nothing anywhere reporting a failure. HrCareersTemplateTest pins the constant/dotted-key/sender triple the way HrPackageTemplateTest does, plus the unsubscribe link, the escaped-body versus header-safe-subject split for the job title, and the two-image ceiling — a third <img> in a letter to a stranger is a tracking pixel.
