Mirrors the vision path: selectTextProvider picks the org's active provider tagged with the requested cost tier (LIGHT/MEDIUM/HEAVY), falling back by priority; textComplete runs a one-shot completion through the org's own configured provider. X-Internal-Auth, orgId in body. Lets MLOS run text at the cheapest tier.
