Treat SERVFAIL/timeout (TRY_AGAIN) as pending, not hard error

Flaky customer authoritative servers (seen: migo.host for rodaris.md) intermittently answer SERVFAIL on healthy zones, which /setup/dns rendered as a red 'DNS lookup failed: SERVFAIL' card. dnsjava's TRY_AGAIN is by definition transient, and the wizard already re-polls every 60s — surface it as an awaiting state with the diagnostic in the message instead.
