#4 Cold-region visibility: the world beacon now carries regions_list, so each shard card in the Live tab lists the exact region addresses it hosts (not just a count) — making a missing/cold region visible at a glance. #5 Broadcast fix: the gateway forwards a notice's body verbatim into a "system" chat line, so the Actions broadcast now sends the admin's plain message as the body (single multiline field, no i18n key / args) — players see a clean "system: <message>" instead of a raw key|json blob. No gateway/client change needed.
