Turns the conditions/docs stage into a real review loop. The member-documents proxy route now passes through non-JSON (binary) upstream responses instead of text()-decoding them; memberDocsApi.viewDocument fetches the per-party /content bytes with the *** session and opens the blob inline (or downloads); AccountDocumentsTab gets View + Download actions per vault document. Backs the new SecurityService per-party content endpoint. Plain-string labels (i18n follow-up).
