kamoai-service creates and pulls its own KAMOAI_WORK work queue, runs up to four notify shards (kamoai-notify, kamoai-notify-1..3) on EMAIL_NOTIFICATIONS, publishes wakes on kamoai.work.> and live refresh on rt.org.*.kamoai (SP10 spec section 4.7). No consumer or stream delete, purge or update: an emptied shard is moved to a sentinel filter, never deleted (SP10 D9).
