Widen the expanded rail's scrollbar to 20px

At 10px it was slimmer than it needed to be — the rail has the width to spare, and a wider bar is a wider grab target. The thumb's transparent inset doubles with it (2px to 4px), so it stays proportionally clear of the rows rather than growing into them, and Firefox drops the `thin` keyword since thin is the one thing this is no longer asking for.
