Mirrors the shared-lib removal of SHARE_NOTES (72) and MANAGE_NOTES_SETTINGS (73): the TS constants and the registry array, the one parent-map edge in both rightsHierarchy.ts and rights_parent_map.json, and the count pinned in the parity test. The mirror drifting from the Java enum is the defect this project treats as most likely, so all of it moves in one commit. Taxonomy 196/132/33/31 becomes 194/131/33/30. Two numbers rather than three: SHARE_NOTES was one of VIEW_NOTES' four children, so VIEW_NOTES stays a root-with-children instead of collapsing to standalone the way ACCESS_CHAT did when it lost its whole subtree. The design document records why these were a delete and MANAGE_MEETINGS a keep — whether the noun exists anywhere, not whether the verb happens to be built.
