A bad assocType index is a 400, not a 500

The upload/register paths indexed ImageAssocType.values() with the client's raw index, so an out-of-range value surfaced as an ArrayIndexOutOfBoundsException (500) and a null one as an NPE. assocTypeOf() range-checks it and reports the valid range as a clean 400. Also picks up the new CATALOG_SOURCE assoc type from shared-lib, which the MLOS rate-sheet ingest uploads its source documents under.
