Investor rate sheets / LLPA + eligibility matrices / lock policies need somewhere to live: the ingest extracts from the blob, and the published rate-sheet version points back at it as provenance. No existing assoc type fits — MY_DOCS is a person's own area and SYSTEM_WIDE's bucket is e-sign templates. CATALOG_SOURCE is org-scoped and deliberately NOT deletable or overwritable: a live price cites this file, so replacing or removing it would silently rewrite the evidence behind a published version. Appended last, so no existing ordinal shifts.
