I had disabled "Edit In Form Fillable Mode" on a form-fillable row, which contradicts the rule: its fields stay editable in every tool the editor has — what a form-fillable version cannot do is be edited as a document, and that is already expressed by Classic mode deriving a separate row. The endpoint resolves whichever row was clicked back to the document's one form-fillable version, so offering this everywhere never makes a second.
