translatedLocales compared each translation with the English title as stored. The translator is given the censored title (ChangelogSanitizationService masks secret names and replaces words), so an echo of the censored text differed from the stored text. That counted 249 English copies as translations in every locale: "Merge pull request #46 from ****" under ta, sw and th. The comparison now runs in Java against both the stored and the censored English title, ignoring case and runs of whitespace. It decides on the title alone: the descriptions are commit bodies, and comparing them would read megabytes per sitemap batch. The error this can make is leaving a real translation out, never listing an echo.
