CockroachDB refuses <timestamp(6)> < <varchar> rather than casting, so the app-config repair threw on its first statement every boot: 'unsupported comparison operator'. The try/catch meant it failed quietly — KI carried on and the log carried an ERROR nobody would have chased. Harmless in effect, because the bounded predicate selects no rows either way, but a migration that always throws is not a migration. Verified with a real timestamp against prod: 0 rows selected, and the live FORCE_ENABLED personal-loan grant from 14:15 is untouched.
