The catalog key is ServiceType's numeric id, and several retired constants deliberately share one with the app that replaced them — DOC_MANAGER with DOCS on 8, AI_CHAT with AI_SUPPORT on 17. Since SERVICE_TYPE is UNIQUE, an alias has no row of its own and resolves onto the live app's, so saving one would rewrite that app's overrides and could withhold it platform-wide. Covers both halves: aliases are absent from resolveAll and refused by save/clear, while a retired constant that owns its id (STORAGE) keeps a normal catalog entry.
